Established a new system of care regulation that covers the registration
and inspection of care services and sets national care standards to ensure that these services are of a high quality. The Scottish Commission for the Regulation of Care (The Care Commission) was established.

Before April 1st 2002 regulation of care services was previously carried out by registration and inspection units covering 32 local authorities and the 12 mainland health boards, all operating to different standards and procedures.
